IRB Considerations for using Restricted Access Data

If you intend to use restricted access data from ICPSR there are several key considerations that you must consider:

  1. Students cannot be primary investigators and access ICPSR Restricted Data Sets.
  2. A students IRB Application will be slightly different in that their Dissertation Chair must be listed as the Primary Investigator. A student will have to submit a modification request if the IRB application was incorrectly filled out.
  3. The Primary Investigator in the ICPSR Application must match the Primary Investigator in the IRB Application
  4. Dissertation Chairs (or ARP Chairs) must be willing to take on the liability of any potential misuse of the restricted access data and are fully responsible for ensuring compliance with the restrictions of the data.
  5. Incorrectly completed IRB or ICPSR Applications may lead to significant delays due to required modification of the IRB or ICPSR Applications.
