Department of Defense Public Access Policy

What do I need to submit?

All finalized manuscripts that 1) are accepted for publication in a peer-reviewed journal and 2) arise from direct funding from any DoD grant, cooperative agreement, contract, intramural program, or clinical investigation. In addition to the final peer-reviewed manuscript, you will need to submit DOI and journal citation metadata.

Where do I submit my manuscripts?

You can submit documents through the Defense Technical Information Center. The system serves as DoD's repository of full-text scholarly publications.

When do I need to submit?

The DoD requires that eligible manuscripts be submitted at time of acceptance for publication.

How do I comply with the public access policy and submit a publication?

The most efficient way to submit documents to the Defense Technical Information Center is electronically. Registered DTIC users may use the Enterprise Content Management System to submit. See registration instructions.

What is the embargo period for publications?

Final peer-reviewed journal articles will be available without charge following a 12-month embargo period starting on the date of publication.

Compliance

DoD is expected to implement compliance tracking and enforcement of this policy during FY17.
