Transformative Agreements

In a transformative agreement, a library pays a publisher to publish in open access rather than for a subscription. In these agreements, copyright remains with the author, and the agreement is generally transparent. SCELC, a consortium The Chicago School Library is a member of, defines transformative agreements using similar language as cOAlition S:

"Transformative agreements are contracts negotiated between institutions (libraries or consortia) and publishers that gradually transition the business model underlying scholarly journal publishing. These agreements shift funding away from paying to read closed articles toward paying a fair price for open access publishing services."

These agreements are imperfect, but they represent an opportunity and willingness to move from the traditional publishing system and help democratize information access to our communities.

Agreement Term: January 2024 - December 2027

SCELC has negotiated a ~cost-neutral 2024-2027 Read & Publish transformative agreement (defined) which leverages existing subscriptions that provide standard institutional access and partial post cancellation rights to add support for open access publishing.  It covers unlimited participating institutions’ corresponding author article publication charges (APCs) for ~1630 core 'Freedom Collection' and 170 Specialty hybrid journals and capped APCs for ~685 core fully OA journals. It does not include open publishing in Cell Press or Lancet titles.

If you are a corresponding author at any of the participating SCELC institutions and publish open access in Wiley journals, you will receive an automatic discount of 15% on article processing charges (APCs). Additionally, SCELC will automatically pay the first $1,000 of the article processing charge (APC), after the discount. If you do not have research funds available to pay the remaining APC, you can request full funding of the APC.
